BUILDING TRUST IN TOMORROW: HOW STATES AND TECH GIANTS ARE JOINING FORCES TO MAKE AI SAFER

THE PRESS CENTER | THE MORSE CODE | TECHNOLOGY

NOVEMBER 16, 2025

Artificial intelligence isn’t just a futuristic concept anymore — it’s woven into our daily lives. From helping students with homework, to reshaping careers, to even influencing personal relationships, AI is everywhere. But while its reach grows, oversight has lagged behind, leaving big questions about safety, responsibility, and protection unanswered.

That’s why a new AI Task Force is making headlines. In a rare show of bipartisan leadership, North Carolina Attorney General Jeff Jackson (D) and Utah Attorney General Derek Brown (R) have teamed up with industry leaders OpenAI and Microsoft to chart a safer path forward. Their mission: create basic safeguards to protect users — especially children — and anticipate risks as AI technology evolves.

🚀 Why This Task Force Matters

  • No federal guardrails yet: Congress has not passed comprehensive AI legislation, and in some cases lawmakers have tried to block states from regulating AI at all.
  • States stepping up: Earlier this year, Jackson and Brown led a coalition of 40 attorneys general to defeat a proposed 10-year moratorium that would have prevented states from enforcing AI laws.
  • First federal step: The only national law so far, the Take It Down Act, narrowly targets non-consensual deepfake pornography — leaving broader safety issues unresolved.

⚠️ The Rising Risks

AI’s rapid growth has brought troubling reports: systems contributing to delusions, self-harm, and exposure to harmful content. Tech companies are scrambling to block minors from accessing adult material, but the pace of innovation often outstrips safety measures.

🔑 Different Visions of Safety

  • OpenAI’s approach: CEO Sam Altman has emphasized child protections while allowing verified adults to access mature conversations.
  • Microsoft’s stance: AI CEO Mustafa Suleyman has drawn a firmer line, banning sexual or romantic interactions altogether, aiming to build “an AI you trust your kids to use.”

🌍 What the Task Force Will Do

Although its safeguards will be voluntary, the task force offers powerful benefits:

  • A united front of state attorneys general monitoring AI risks.
  • The ability to coordinate joint legal action if companies fail to protect consumers.
  • A collaborative space where regulators and industry leaders balance innovation with responsibility.

As Microsoft’s Kia Floyd explained:

“By partnering with state leaders and industry peers, we can promote innovation and consumer protection to ensure AI serves the public good.”

✨ The Bigger Picture

Congress has been slow to act, leaving what Jackson calls a “vacuum.” This task force is proof that states and industry can step in to fill the gap, ensuring AI evolves in ways that empower people rather than put them at risk.
